The Territorial Development Contract (TDC) East Grand Paris Noisy-Champs was signed Thursday, December 17 by Jean-François Carenco, prefect of the ÃŽle-de-France, prefect of Paris, and Noisy-le-mayors Grand (93) and Champs-sur-Marne (77).
The Territorial Development Contract (TDC) East Grand Paris Noisy-Champs was signed Thursday, December 17 by Jean-François Carenco, prefect of the ÃŽle-de-France, prefect of Paris, and Noisy-le-mayors Grand (93) and Champs-sur-Marne (77). This is the 12th TDC to be a signature from the beginning of the process in 2010, and to date 16 TDC are validated in ÃŽle-de-France.--------------------------------------------------------------------------------------------------------------------------------------
TDC IS A TERRITORIAL DEVELOPMENT CONTRACT TOOL OF PLANNING------------------------------------------------
TDC is available in forty shares, has a population of over 90,000 inhabitants and nearly 40 000 jobs.The TDC is a first step of the territorial construction of the Grand Paris. They are territorial strategy design tools "in project mode" that allow consultation between the State and elected officials. The signing of this contract is of particular importance by intervening in a central area in the functioning of eastern Paris with major metropolitan polarities: the "Cite Descartes" and "Mont d'Est".
This regional project is positioned as demonstrator of the energy transition is supported by the innovation of the actors of the sustainable city, economic and urban eastern Paris. The TDC is now operational and strategic roadmap planning for the next fifteen years: in terms sustainable city, transport, economic development and housing.
THE FOUNDATIONS OF A CLSUTER FOR A SUSTIANABLE CITY---------------------------------------------------------------
At the crossroads of Seine-Saint-Denis departments of Seine-et-Marne and Val-de-Marne, this TDC door the foundations of a cluster of sustainable cities:
“¢ 1- of excellence and research center campus in the fields of activity of the sustainable city: "Cité Descartes" is the first tertiary center and higher education and research in Eastern Paris education;
“¢ 2-projects incubators mainly affecting four areas: energy efficiency of the city, the Ecomobilies, urban services and engineering and design of sustainable cities.
TRANSPORTATION TO ENHANCE ACCESSBIBLITY IN EAST SIDE OF PARIS-----------------------------------------------
“¢ This urban center is developing an iconic goshawks stations of the rail network of Grand Paris Express. The Noisy-Champs station, a true "hub" of urban transport will be one of the major interconnection poles which should boost the development of the territory and contribute to the attractiveness of the new set of eastern Paris.-------------------------------------
INFRASTRUCTURE PROJECTS WILL ALSO BE MADE TO MAKE ACCESSIBLE TO EAST SIDE OF PARIS-----------
1-The territory of the TDC will be served by the line 15 in 2020. The Noisy-Champs station will be three stations in Creteil, another university center of the PRES Paris-Est (East Side of Paris)---------------------------------------------------------------------
2-In 2023, line 16 will offer a renewed and rapid access to Roissy airport;
3- In 2025, the extension of line 11 will still bring the territory of Paris and its neighbouring towns in the East.
ECONOMIC DEVELOPMENT----------------------------------------------------------------------------------------------------------------
“¢ "Cite Descartes" is now a major scientific center at national and European level. Concentrating 25% of forces in the field of sustainable city, it aims to become the leading economic center of eastern metropolitan, with "Mont d'Est" neighbourhood in Noisy le Grand, which is a strategic sector for the economic development of eastern Paris.--------------------
“¢ Construction de 900 housing per year. TDC plans to build 900 housing units per year on average for 15 years. This new offering will target better access to housing for all, continuity of residential courses, an offer tailored to the "Cité Descartes", and a diversification of supply in the renewal areas. ------------------------------------------------A PROJECT OF GRAND PARIS---------------------------------------------------------------
With the creation of the Grand Paris, the town of Noisy-le-Grand on 1 January 2016 incorporates a new set intercommunal, territorial public institution. The town of Champs-sur-Marne and the urban community of Val Maubuee fit, for their part, in the framework of the regional inter-municipal cooperation scheme applicable to large crown territories and include the 1st of January 2016 the community agglomeration "Paris - Valley of La Marne".The TDC will implement, in this new institutional context. The fact that the perimeter of the TDC and that of governance do not overlap does not constitute an obstacle to implementation of the TDC. TDC partners, as state authorities, stress the dimension of "hinge area" of the TDC. The TDC's strategic objectives as the radiation of the city of Descartes, strengthening its link to the "Mont d'Est", are major issues that bring together the efforts of the State, the two municipalities concerned, as the Grand Metropole Paris and New EPCI "Paris - Valley of La Marne."
