The Draft Finance Act 2016 introduced during the week by the Minister's Council ignores both the climate and the health scandal around the diesel. The COP21 is forgotten time of the budget discussion. Forgot the fact that France continues to generously subsidize fossil fuels and has not set a price on carbon after 2016 despite the request of economic actors. Forgot the fact that road hauliers do not fulfill the contribution climate energy despite a ridiculously low oil prices. Forgotten tax benefits on diesel reported a few days earlier by the entire government. Missed fuel poverty. The ecological budget, is decreased as usual. The development aid budget is reduced while two days ago the President of the Republic promised to increase by 4 billion euros by 2020.There is no reason to wait for the RFLP to take the necessary measures.----------------------
The Nicolas Hulot Foundation calls on the government and parliamentarians to change the PLF 2016:
- Enter a carbon price trajectory in 2020 (€ 56 / tCO2e). All economic operators need visibility. Let me be clear. It is a smart way to finance the energy transition and the fight against insecurity (control of energy).----------------------------------------------
- Ensure that all sectors, including road transport, carry this energy climate contribution.---------------------------------------------
- Reduce the tax benefit 2 cents (15 cents in total) of diesel in 2016, while strengthening using the vehicle for change for modest households.-----------------------------------------------------------------------------------------------------------------------------
- Increase the budget for official development assistance in accordance with the announcement of the President of the French Republic.------------------------------------------------How far can France being credible, if not only the speeches and commitments ahead of the COP 21 ?“¦/ Official Statement Foundation Nicolas Hulot.
