USPA NEWS - The French government presented the results of priority reforms concerning people with disabilities, knowing that they are twice as affected by unemployment as able-bodied people. The increase in the number of people recognized as disabled (+400,000 in 4 years) is accompanied by a stable percentage of people in employment and unemployed. The unemployment rate remains twice as high for the general public (19% against 9%) and 35% of disabled people are employed, ie 981,000 people.
The Government, in consultation with people with disabilities, associations, local communities and civil society, has adopted an ambitious roadmap in favor of an inclusive society, which is both a factor of emancipation individual and social progress.

The interministerial committee for disability (CIH), which was held on Monday, November 16 under the chairmanship of the Prime Minister, is one of the translations of the ambition set since 2017 on this five-year priority, reinforced by the context of the health crisis , economic and social. The sustained mobilization of the whole Government for and with people with disabilities, in order to achieve the objective of a fully inclusive society, also resonates with the European Week for the Employment of People with Disabilities, which is held from November 16 to 22, and the DuoDay on Thursday, November 19.

THE TWO REFORMS TO TRY TO REDUCE THE UNEMPLOYMENT RATE OF DISCRIMINATED DISCRIMINATED PERSONS IN JOBS------------------------------------------------------------------------------------------------------------------------------ Despite the many reforms of the French government, people with disabilities suffer the double penalty of discrimination, vis-à-vis access to employment in addition to exclusion in France. Here are the two new reforms, which people with disabilities do not seem to believe, because despite laws, and reforms, there is a real glass ceiling in France with regard to access to employment and also to their civil rights , cmm access to suitable housing, financial assistance for them, access to care, and in particular during containment over the COVID-19 outbreak. 1. SIMPLIFY ACCESS TO RIGHTS FOR PEOPLE WITH DISABILITIES----------------------------------------------------------- Since 2017, the Government has been pursuing a proactive policy to durably simplify access to rights for people with disabilities and ensure territorial equity regardless of where people live. Several actions have already been initiated: granting since early 2019 of unlimited rights for people whose disability is unlikely to develop favorably; deployment of a harmonized information system for departmental homes for disabled people (MDPH); launch in June 2020 of the national number 0 800 360 360 dedicated to people without solutions and whose situation requires coordinated territorial responses.-------------------- As part of the National Disability Conference of February 11, 2020, an unprecedented method agreement was signed between the State and the Assembly of French Departments (ADF), to significantly optimize, within two years, the management and the functioning of the MDPHs. Jointly carried in its overall vision and its deployment by the State and the ADF, the MDPH 2022 roadmap makes the control of processing times and the acceleration of the granting of lifetime rights two major challenges . The improvement in processing times should make it possible to obtain a response from each MDPH in less than four months, against an average of around 4.5 months today, with a response target in less than three months for requests allowance for disabled adults (AAH). Regarding the granting of rights without time limit, the objective is to deploy them systematically across all departments, whether in the context of initial requests or rights already open for certain beneficiaries. Almost 80,000 people have already been awarded the AAH for life. 770,000 have a lifetime inclusion mobility card. To support this dynamic and in accordance with the commitments made at the National Conference on Disability, the State is making a very strong commitment by investing € 25 million in 2021 to enable the MDPHs to strengthen their activity management capacity. Within this envelope, € 10 million will be specifically devoted to making up for the most significant delays in the processing of requests, thanks in particular to the mobilization of a dedicated team within the National Solidarity Fund for Autonomy (CNSA) . The issue of territorial equity will be followed in full transparency, through the MDPH barometer launched last October, which allows all citizens to follow the impact of the Government's action and promotes a positive dynamic between the territories.

2.ENABLING EARLY INTERVENTION WITH CHILDREN WITH NEURO DEVELOPMENT DISORDERS---------------- An average of 35,000 children are born each year in France with a neurodevelopmental disorder. They are currently diagnosed on average around six or seven years of age. However, it is possible to identify certain disorders earlier. The challenge is therefore to "act early" while the child still benefits from a high level of brain plasticity which will improve his development. The early intervention package is one of the flagship measures of the national strategy for autism in neurodevelopmental disorders. The objective of this new device is to identify, as early as possible, neurodevelopmental disorders in order to initiate, for children aged 0 to 6 years, an appropriate intervention to promote the development of the child and limit over-handicaps. It is based on the establishment, by the regional health agencies (ARS), of guidance and coordination platforms capable of offering families, at the first warning signs, appropriate interventions or of directing them to liberal professionals respecting the recommendations of good practice with which they will have signed a contract. The entire course will be covered by health insurance for 12 months or 18 months if necessary, including interventions by psychologists, occupational therapists and psychomotor therapists in private practice, whose assessments have not been reimbursed until then.
